A way to get a clear picture of the how government works is to think of the American people as a herd of dairy cows. Government provides a way for really smart people to decide who gets to milk the herd.

When citizens vote, they are deciding who gets to milk them. It really works this way so there is no need for more complex explanations.

The founding fathers could no have known it would turn out this way. American’s have authority to rein in government but it has never happened.
